I overlooked $100 on my 2016 federal income tax return - money for publishing an article. Do I need to file an amended return?

Yes, you do.  Federal law requires that you include all of your income on the tax return for the appropriate year.

Please see the TurboTax FAQ "How to amend (change or correct) a return you already filed," below, for instruction on how to amend your previously-filed tax return.
