i never recived last years tax return. i accidently put my banks routing number instead of my account number and when i tried to get ahold of the irs they never responded

At this point the IRS is your best option.

You can call the IRS toll-free at 800-829-1040 or
Contact a Taxpayer Assistance Center Local IRS Office.
