I need to file my 1040X for the year 2019 because I couldn’t mail it by the April 18th deadline does that mean I can never get my tax return for 2019 now?

It depends. To  receive a refund, you must file Form 1040-X within 3 years after the date you timely filed your original return or within 2 years after the date you paid the tax, whichever is later.

2019 Tax Day was extended to  July 15th 2020.

You still have time to file your amendment.

Review it carefully before sending.

Be sure to attach all new or changed forms or schedules.

Do not include your old 1040 nor your revised 1040 because the Form 1040-X reflects any changes there and becomes your new tax return.
