I need to amend my 2020 tax returns. Will turbo tax allow me to also add a new state while doing this?

Adding the new state (AL) is something I just realized that I needed to do; it is not prompted by the amend

If you did not indicate you needed the other state in the MY INFO section to automatically prompt the AL  option    then simply choose it in the STATE tab.
