I need assistance with amending my 2023 tax return?

what is federal tax owe? is that what i owe the government or is that what i will get?

Tax "owed"  or "tax due" is what you have to pay to the IRS.    It is not money you are getting back.   When you get money back from the IRS it is called a refund.
