I mailed my tax return from the UAE addressed to Department of the Treasury.the mail has been delivered to the US postal office.how can i know if the IRS picked it up

The IRS gets thousands of pieces of mail each day to each location so if you mailed it to the correct address then eventually they will open the envelope and process the return.
