I'm trying to submit my 2017 return. Can I use Chrome OS to amend using turbo tax and return to IRS?

Select a tax year for specific amending instructions.  ALL amended return must be printed, ink signed and mailed in ... no efiling is allowed. 

Keep in mind: You have 3 years from the date you filed your return (or 2 years after you paid the tax due, whichever is later) to file an amended return, which means you don't have to get it done by the April 15 filing deadline.

The TurboTax amend software for tax year 2017 can only be installed on a Windows or Apple computer.

No.  You can only amend 2017 by using the desktop software on a Mac or Windows computer.
