I'm only getting 659 dollars back on my income tax return how can I take that fee of 129$

TurboTax has its own rules for whether your refund is high enough to allow pay-fee-with-refund.

see the complaints on this forum before going with that option.

The option to use the refund processing service (for an extra fee) will be presented in the FILE tab step one if you are eligible.   I highly recommend you don't use it ... find a way to pay the TT fees upfront with a debit/credit card instead   OR   if you qualify use one of the IRS FREE FILE options instead:  https://www.irs.gov/filing/free-file-do-your-federal-taxes-for-free
