I'm about to receive my taxes on the 22nd of February it says I have an offset but I don't owe anything

To help you with this, call the Taxpayer Advocate Service.  They help taxpayers resolve issues with the IRS for free.  They will be able to help you resolve this and if you have nothing to offset, they will help you get your refund back.
