I lived in Oregon for 6 months in 2015. After I left OR I went back to MA and cashed out my 403 to pay for living expenses. Do I still have to pay OR taxes on that money?

No, you don't have to pay or file OR tax return if you lived there only in 2015. Retirement income is taxable by your state of legal residence at the time you receive it.
