I just received a1099G for amended state taxes for year 2016. I received money in 2017. Do I need to amend 2018?

No, if the money was received in 2017 you may only need to amend the 2017 Federal return. It will not affect the 2018 return. 

If you itemized and took a deduction for "State Income Tax" paid on Schedule A on the 2016 return (including the 2016 Amended return) you may need to claim the refund on a 2017 Amended return. 

If you mean you got a 1099-G for a 2016 refund and the refund was paid in 2018, you may need to include it as income. Again, the same rules apply. If you took the standard deduction on the 2016 return, no, you do not need to claim it.
