I just mailed in my 2015 income taxes to the IRS. They will most likely receive my e filed 2016 taxes first. Will this affect my refund?

When I originally did my 2015 with turbo tax I postponed it to 10/2016 because I was owing about 2,000. because I did not include my the full amount of taxes I paid for my property. Now that I finally completed my 2015 taxes and mailed them in today, I am owed 1300 by Federal.

It's hard to say for sure.  It depends on what the IRS has in their records for your 2015 taxes.  If they determine you may owe tax for 2015, it will delay your refund.  I suggest you call the IRS and notify them that you have filed your 2015 return by mail so they can make note of it in their records.  To contact the IRS call (800) 829-1040.  Customer service representatives are available Monday through Friday, 7 a.m. to 7 p.m. local time.
