I haven't got my refund since 2016 because a security code I lost the card I need to get it again cuz I haven't got my refund

I lost my letter with error code security code I need to get my letter replaced with new letter so I can get my refund from 2016

Sorry---you have forfeited a 2016 tax refund. It is too late to receive a refund for a 2016 tax return.
