I have used the premium tax credit last year and received IRS-8962 but should I still suppose to get the form called IRS-8963?

The form 8963 is NOT used by individuals ... it is a business form.  This form allows insurance providers to report net premiums written for health insurance of United States health risks.   https://www.irs.gov/forms-pubs/about-form-8963
