I have to file an amended return due to an unexpected 1099 for $204. I should owe $24 (12%). TT says I owe zero. What do I do?

Send in the amended return with zero tax due.

It is quite possible that 204 additional income would result in no additional tax.

You would need to look the returns over.

Look at the original 1040 line 10 and add 204 (assuming all 204 is taxable).

Then see how the deductions and credit affect that number.

Additionally the credits (especially the Earned Income Credit) could change.

Yes,,,that's the answer. Our taxable income is such that this "qualified dividend" is not taxable. Guess that's part of the new tax laws. Thanks for the response.
