I have submitted my Federal in person to an IRS office. TurboTax does not allow me to e-file the State because it thinks I have not submitted the Federal. How to fix it?

I have submitted my Federal Return in person to an IRS office because I needed an ITIN number and I didn't want to send my doughter passoport via mail for a 3-4 months processing time.

The IRS office told me they do not process my Colorado state return.

Unfortunately also TurboTax doesn't let me to e-file the State Return because it thinks I have not e-filed the Federal Report.

How can I submit my State return? May I e-file, or mail it?
