I have no open case just arrears will they take my refund and stimulus payment

Open case with whom ?    

The federal tax refund can be seized for unpaid debts - https://www.irs.gov/taxtopics/tc203

The stimulus payment cannot be seized for anything other than back child support owed.

Child support my kids are in their 20’s and I pay out of my check every week towards arrears and my current wife is not working cause she works for school board 

So she gets her own stimulus payment plus mine and my refund even though I pay towards it every week out of my check faithfully what joke none of my kids are minors 

Yep ... that is how it works ... but only if the IRS has an offset order from the child support division ... so contact them to see if they put in such an order.
