I have filed my Federal Tax. I would like to know if it's possible to file just my California State Tax through turbotax. I don't mind paying the fee. Thank you!

TurboTax cannot be used to prepare or file a "stand alone" state return.  The information flows from the federal return to the state return.  If you already filed a federal return elsewhere, why did you not prepare the state at that time using that prep service?  You could use your federal return and prepare the state return yourself by hand.  Get the forms from the state--or see if you can file the state on the state site.

You can't prepare just state.  You need to fill out federal first and pay any fees to do state.  Then say to mail both and just mail state.

And you can not efile state unless the Federal was also efiled from the same account and accepted.  Read this whole FAQ
