I had major oral surgery in 2017 for which I took out a loan for a portion of it. Can I deduct the loan amount on my 2017 taxes?

The IRS does allow you to deduct medical expenses paid with loan funds. If you use a loan to pay your medical expenses, the expenses are considered paid when the provider is paid.

The IRS allows you to deduct qualified medical expenses that exceed 7.5% of your adjusted gross income for 2017 and 2018. Beginning Jan. 1, 2019, all taxpayers may deduct only the amount of the total unreimbursed allowable medical care expenses for the year that exceeds 10% of their adjusted gross income. 
Any medical expenses for which you are reimbursed, such as by your insurance or employer, cannot be deducted. In addition, the IRS generally disallows expenses for cosmetic procedures.

You can deduct the amount of the loan that was used for the medical expense along with any out of pocket funds you used for the expense.

Interest on the loan is not deductible.  Only what you paid for medical care is deductible, the IRS doesn't care what the source of the money is.
