I forgot to file taxes for 2013 . is it to late to do so now?

Almost. YOu need to jump on this right now. You can buy TurboTax 2013 at https://turbotax.intuit.com/personal-taxes/past-years-products/  MAKE SURE you click the right tab at the top, so you purchase the program for the correct tax year.

You can not e-file a prior year's return. So you will have to print, sign and mail it to the IRS. If you try to e-file it, you risk messing things up with your 2016 tax return. So don't even try.

I wouldn't know, since I don't know all the sources of all your income in 2013. If you need to send in forms with your tax return, the program will tell you. You just have to do two things.
1) Read the screen as you work through the program. Every word on every screen. The small print matters. Otherwise, the programmers would not have wasted time putting it there.
2) When you print your final return, it prints an information or instruction page with it. Read it and follow the instructions. One of those pages tells you where to mail your return, as well as what documents to include with it, if any are required.

I know the feeling. When it's easy, you just "know" you missed or forgot something. But with the 1040-EZ, that would be hard to do.
