I forgot to add a 1099-int to my tax return. So I added it. Then I wondered if I needed to amend it, so I went in to do that and it already was included. What's going on?

The order of your actions was the reverse of that required for success.

1 ) AMEND command.

2 ) add/update..

Because you already added it before you started amending.  You need to delete the Amended 1040X form and take OUT the interest.  Then when  your return is put back to the way you originally filed then you start the amended process.  You add in the interest after you click on Amend.
