I filed my taxes, got my federal back and owed/paid my state (WV). With the changes to the unemployment tax I is there a way I can calculate what I may get returned?

Sure, you can do a mock amended return to see the result, but don't file it. 

The IRS is adjusting for that with the return already filed.  .
