I filed my taxes early, the IRS has accepted my return, yet the state of Maryland has not yet accepted it. Is that normal?

Might take a few days this early in the tax season...normally (March) it's 6-to-24 or 48 hrs later.

Maryland just passed a tax modification to 2020 taxes...at this late date.......they may just set their computers to reject all e-filed tax returns, until they figure out how to implement those changes
