I filed jan 18 an tt says it was submitted on jan 18 now today tt is saying it was submitted on jan 27?

The official date for the IRS to start accepting returns is 1/27/2020, so even though you e-filed your return early, it stayed on TurboTax servers until today.  See the following from the IRS for refund information.
