If you have no taxes paid then you cannot get a tax refund for taxes never paid.  You may be eligible for other types of credits such as the Earned Income Tax Credit.  Or if you have a dependent child the Child Tax Credit and the Dependent Care Credit, but these require that you have income from work.

If  you are not truly exempt from paying income tax, then you may be subject to penalties for claiming to be exempt.  And, as for receiving a refund, if no tax was withheld from your income, then your only hope of a refund would be from refundable credits.  You have not provided any information that would help us know if you are eligible for any of the refundable credits like earned income credit or the child tax credit.
