I Filed an Offer in Compromise with the IRS on some back Tax's that is owed. Is it okay to file an extension until I hear something back from them?

You can always file for an extension, but remember that it is only for time to file your return, not time to pay.  If you will also owe taxes for 2018, they will be due on April 15, 2019.
