you can't e-File 2021 so there's no way to submit a 2021 amendment other than US MAIL.

If you e-filed your original 2022 return you should be able to e-file the amended 2022 return.  But e-filing an amended 2021 return using TurboTax is impossible.   It has to be mailed.

Only certain paid tax pros can still e-file past year amended returns. You cannot e-file an amended return that you prepared yourself using TurboTax.  Your 2021 1040X must be printed, signed and dated in ink, and then you need to mail it in.  Use a mailing service like certified mail so you will know the IRS received it, since you will have a long wait for it to be processed.
