I didn't take my full refund in 2017 or 2018 trying g to save for a floor in my house could a idd that to the redu d die to hardships suffered being financially abused

Can I take a refund from what I held back a previous year this year due to hardship

If you applied refund money to the next year 2018, or 2019, that money has already been returned to you as a credit.
