I didn't file in 2015 how do I get a non-filing letter approved

I also need to have it sent off to my school so I can get my financial aid status approved

You'll need to fill out Form 4506-T and mail or fax it to the IRS.  If you fill out your school's address in line 5, the IRS will send the nonfiling verification directly to the school.  https://www.irs.gov/pub/irs-pdf/f4506t.pdf
