Yes, if you file a 2020 tax return and you are not claimed on someone else's 2020 tax return, then you are eligible for the Recovery Rebate Credit. 

The total amount of the Recovery Rebate Credit is equal to the amounts you would have received as stimulus payments in rounds one and/or two.
