I completed my return in January and proceeded *ALL* the way to file. I could not file in January 2018 because "forms weren't ready". Why did my refund drop so much?

I had proceeded ALL the way to file, but could not file in January 2018 because "forms weren't ready".  I waited for my notification that forms were ready (which I did not receive), decided to go back in and check myself.  My return is roughly $700 less than it was when I logged out.  I repeat--I had proceeded ALL THE WAY to filing before logging out in January.  Was TurboTax updated by tax laws?  What happened to cause the amount to decrease when my return was done?  I see no explanation but something in tax laws affected Turbotax software code, or TurboTax changed something.  I did not change ANYTHING.

When forms are not ready the return cannot be calculated correctly so the estimated refund was not a true number.
