I click the 'view returns' and the popup appears, but never provides the PDF. Just see the 'preparing your documents' message.

Are you using Print Center?  When I use Print Center the tax return is available within just a couple of seconds.  I use Google Chrome.

Click on Tax Tools on the left side of the online program screen.  Then click on Print Center.  Then click on Print, save or preview this year's return.
