I checked my federal refund status on irs.gov and it stated it was withheld to pay past due taxes. Isn't the IRS supposed to suspend collections due to COVID-19?

As I understand it, there is one exception in which the IRS WILL withhold the Economic Impact Payment.  That one exception is past-due child support.  See the screenshot I'm attaching that answers your question.  I'm also linking the entire page from the IRS website.

But the IRS can and will seize a federal tax refund for an unpaid tax debt.  This does not follow the same guidelines as for the Economic Impact Payment.
