I checked IRS site to check on refund and it says take action and then at bottom says tax topic 151 ..does anyone know what that means?

I Recieved The Same Message, & With doing My Research Theres No Set Answer but The MOST Common Answer I See Is That Theres an Offset Taking The Full Or Part The Refund.
