I amended last years return. Is there a way I can upload it for electronic filing, or does it have to be mailed?

If you just amended it, it was with TurboTax CD/Download 2020 (not 2021). I believe you can only e-file amended returns up till mid-October; after that you have to file on paper. Are you sure there wasn't an "e-file" button in TurboTax 2020? Did it ask you to print it & mail it in?

Just now and with turbotax's program. It said I could e-file the amended return or mail it in, but I can't seem to figure out how to upload and file the amendment.

Hmm okay. I was hoping to e-file, but after speaking with an online agent they confirmed what you have said. Thanks for your input.
