I am trying to file my taxes. I’ve completed everything and paid the fees. I have been pre approved for an advance refund. But after step 2, it just keeps starting over.

E-filing has not opened yet.  You cannot e-file now.  You will have to wait until they open it up for e-filing.   And...just so you know, even if TT opens e-filing sometime soon, your return will just sit on a server until the IRS starts to accept e-files late in January.   You will not get the advance until the IRS accepts your e-file.
