I am in process of moving, but still own a home in the former location. For state tax purposes, what is the effective date of a change of residence?

Please clarify---are you moving to a different state or just to a different part of the same state?   Are you also changing employers?    And....this is happening in 2025, right?  So whatever move you are making goes on your 2025 tax return next year.  

 

If you move soon, you will want to use the most current mailing address on your tax return so the IRS and state know where to mail you a letter or a check.

Moving to a different state. At what point in time am I considered to have moved for purposes of reporting income or expenses?

When you begin to live and work in the new state, you become subject to the state tax in the new state.   You have not mentioned what state(s)----so we do not know if you are moving to a state with no state income tax or to a state that has a reciprocal agreement with the old state.   

 

If you move during 2025, then when you prepare your 2025 returns you may need to prepare part-year returns for the old and new state.
