I am filing my taxes however i did not make the required amount however it is saying i am still owed a refund. is this a mistake?

Not necessarily. 

Many people are not required to file, but may have had taxes withheld, or are eligible for a credit, and end up getting a refund.

Ok one more question i now have to file my taxes by hand due to a missing w2. do you know where i can go to receive help?

Why are you missing the W2? Can you get a copy from your employer?

Well I tried and have been trying sense early January. I called the IRS  and requested they send them a letter. I received my letter copy but still haven't received my W2. They are out of state. Now I have to fill out a 4852 form which I can't do online. Which is why my original question was asked because the amount I got is less than half. But this is also first time filling it out and mailing it in not sure if I am doing it right.

Here are two links. The top is for a tax advocate, which is a person trained to help you with tax problems. Their service is free and they are sponsored by the IRS.
The second link is to find a tax volunteer service, again sponsored by the IRS.
They might help since they would be better prepared to fill out the forms you need and help you file. The old employee may have made off with your tax withholdings, and if so, the tax advocate might help with that investigation and tax recovery. They can also help you piece things together using your paystubs.
