I am confused. Should I add box 1 of W-2 , W-2c together for the correct income or I just report W2c? My W-2 is higher than W2c. Thanks

my husband also received 1099-NEC , some one told me I should report it and then enter the amount for the medicaid waiver payment, which form should I use or where to find the form. Thanks

You should only enter the information that is provided on the Form W2c.  This form is providing the updated corrected information.  You should ignore the original W2 information.

You should enter your husband's 1099-NEC income as Wages and Income, Other Common Income, 1099-NEC.

You can then enter the allowable deduction for the exclusion of this income under IRS Notice 2014-7 by going to Wages and Income, Less Common Income, Other Miscellaneous Income, Other Taxable Income and entering a negative number equal to the amount reported on the Form 1099-NEC:
