How to update an IRS determined underpayment penalty when Turbo tax says I didnt have an underpayment?

After I filed my 2022 return the IRS sent me a letter stating I had a $3 underpayment penalty. I would like to update my Turbo tax return but TT says I dont have an underpayment.  How do I force TT to accept the $ 3 underpayment penalty?

why bother with 2022? it has no effect on determining if you have a penalty for 2023.

Because I'd like to have my historical returns be accurate.

So did you pay the $3?  Why/where are you trying to add it?  It won't affect 2023.  Pay it and then ignore it.  It's very common and normal and expected for the IRS or state to bill you for more or send you a refund.

Don't think you can update your 2022 return for it.  You would have to use the Desktop program and directly enter it on line 38 in Forms mode.

I tried forcing line 38, which takes me to form 2210 line 19 which I put $ 3 in the pre-box but it wont fill in line 19....
