How do I know when and if my check was received for my federal payment?

You will have to watch your own bank account to see when it clears.  

If you mailed the check by certified mail you can use the tracking on the USPS web site to see when it is delivered to the IRS. When the check shows up in your bank account you will know that the IRS received it and cashed it.
