The Premier desktop edition is not sold without a free state program included in the purchase price.

At retail stores and other websites the Deluxe edition can be purchased with or without a state program.  Only the Basic desktop edition does not include a state program.

All the TurboTax desktop editions come with 5 free federal e-files (number set by IRS rules).  Any federal returns over 5 have to be printed and mailed.
