The IRS has around 12 million tax returns that have been caught in a processing backlog created by the pandemic, which shut down the IRS for a time. They also have millions of returns that have to be manually verified. Americans should see their refunds in the coming months. "We would hope to be through this backlog by the summer," said IRS Commissioner Charles Rettig.
Do I have to pay the IRS the 700.00 that my tax return (filed 2/21) says I owe? With the 10,200 amended AGI I won't owe the IRS?

To avoid penalty and late fees, you should have paid with your return before May 17th. If the unemployment exclusion brings you a refund, the IRS will re calculate your taxes and send it to you. See IRS link here: No amendment
