If you live within the city limits of Cincinnati, Ohio you do have to pay Cincinnati taxes. However, it is also possible that you live in the Cincinnati area--with a Cincinnati mailing address--but that you live in one of the Cincinnati suburbs that has its own tax. Ohio has a very complex tax system of city taxes, RITA taxes, and school district taxes. So without knowing precisely where in the Cinti. area you are, we cannot tell you what city taxes you are subject to. If you can be more exact, we can probably help more. Please do not post anything personal like your exact address, though.
You cannot prepare or file a Cincinnati city return from TurboTax (TT). They are not RITA members.
If you also worked within the city limits of Cincinnati, you employer should have withheld the correct amount and you do not need to file a city return (Cincinnati is one of the few cities without a mandatory filing requirement). Verify by checking boxes 19 & 20 of your W-2.
Even if you didn't work in Cincinnati, there's a chance your employer withheld for Cincinnati or your work city. If he did not withhold for Cincinnati or he withheld for a different city, you will need to file a city return.
