How do I file my 2017 tax return if I was incarcerated?

I was incarcerated the entire year of 2017. I didn't get out until January of 2019. I received my tax return forms from my previous employer and I DO NOT know where to file them, nor how to file them.

You can purchase TurboTax for filing prior years' tax returns. This can only be done through the cd/download version.

I am sorry, your question did not mention price at all. You are on a TurboTax forum and I provided you with the solution that TurboTax has to offer for prior year returns.
I am not sure that VITA sites will prepare prior year taxes, but here's the link to find a location near you.
