How do i file 2012 taxes?

It is way too late to use TurboTax for a 2012 return.  The software is no longer available.  You could get the forms from the IRS to prepare by hand.  You will not receive a tax refund for a 2012 tax return, even if one is shown as a result of preparing the return.  If you owe the IRS they still want you to pay.

How is it too late for a refund but not too late for a garnishment if i were to owe?

The statute of limitations for receiving a tax refund is three years from the filing deadline, and you are way past the filing deadline for 2012.  The filing deadline was in mid-April of 2013 so you had until April 2016 to get a refund for a 2012 tax return.  But--the IRS always wants you to pay tax due if you owe.

Don’t forget your state.  And you will have to print and mail your returns.  So be sure to attach copies of your W2s and any 1099s that have withholding on them.  You have to mail federal and state in separate envelopes because they go to different places.  Get a tracking number from the post office when you mail them for proof of filing.
