Generally, itemized deductions are entered on the federal screens and flow to your state return if they are allowed to be deducted. Can you specify which deduction and state you are referring to so we can assist you further?
State and local tax withholding would be entered when you input your W-2 or other income form (such as a 1099-R) in which you had state or local taxes withheld. You do not enter this a second time.
If you made estimated tax payments in 2024, then those must be entered as well. Please follow the instructions below to enter them:

I entered them and the state return summary shows a standard deduction. I believe the total of allowable deductions exceeds the standard deduction. I'm in New York.

The $14,040 in state and local taxes is not deductible as a state itemized deduction. Therefore, once that is subtracted out on the IT-196 (Line 41), your total state itemized deductions are less than the NYS standard deduction. Once deducted, your state itemized deductions equal to $3,854.
