How can u fix my idverfiy with irs there is a hold on my refund

Got a letter from IRS LTR 6331c.   This is what the top right corner has xxxxxxxxxx. Mar. 04'2020 LTR 6331c.  Bo  202012.   30.   00090850

I got a 5071c letter from the IRS and get anything fixed over the phone bc nobody answers or on line how can I fix this problem
