How can I to get the 940 information on the unemployment I received in 2017 to file this 940 return? Wasn't this reported in my 2017 return?

form 940 is used by employers to pay unemployment taxes.  they do not show the UC you received.    you should have received a 1099-G for the UC you received.   contact your state's UC bureau to get the info requested.  It may also be possible to get a copy of the 1099-G by going to the bureau's website
