How can I get a refund for my Ohio return when I didn't efile?

Sorry the terminology isn't clear, the overlap of the word "refund" makes it difficult to look online for help. I am not talking about my tax-related refund from the state, but a refund for the turbotax service.

 

I paid for Ohio but did not efile as I am in an odd situation and had difficulty. Turbotax thought I needed form 37 likely because my mailing address is in a RITA city, however my home is actually located in a small township, and is not within RITA's taxing limits.

 

I am just wondering how I can go about getting a refund from turbotax specifically for the Ohio return when I did not efile (but did for federal and one other state).

Are you talking about the $24.99 to e-file a state return using desktop software?  Did it charge you to e-file OH but then you mailed it?  You can ask customer support about that.  Use the word "billing"  -- not "refund."
